State Schemes

Objectives of scheme: To improve the educational status of disabled children

Eligibility Criteria:
Handicapped students must fulfill the following conditions:

i) The applicant must be a bonafide resident of the State Goa.

ii) The applicant must be regular student of recognized student.

iii) The combined income the parents/guardian of applicant should not be more than Rs. 1,50,000/-P.A.

iv) The applicant should not be residing and receiving any maintenance in any institutions under the Government or local bodies or private organizations receiving grant-in –aid from local or the Central Government.

v) The applicant is not in receipt of any other stipend or scholarship from any other source.

vi) If a family has more than one handicapped child, all such children will be eligible for the award of stipend.

vii) The applicant shall not be eligible for the award of stipend if he/she happens to be a repeater in a particular standard.

***However on failure can be condoned at the discretion of the Director

Pattern of Assistance: State Sector Scheme

Std.Ist to IVth –Rs.200/-p.m.

St.Vth to VIIIth-Rs.200/-p.m.

Std.IX & XIIth-Rs.300/-p.m. 

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents.

Objectives of scheme: To assist the disabled students to ensure educational/Technical/professional training to enable them to earn living and become useful members of the society

Eligibility Criteria: Handicapped students must fulfill the following conditions:

i) ) The applicant must be a bonafide resident of the State Goa by birth or by a continuous domicle of 15 years in goa by apply for Scholarship under this Scheme

ii) Scholarship will be provided to all categories of Differently Abled Persons.

iii) (a) Educational Requirements:- Differently Abled student will be eligible for he award for Scholarship for study from Ninth Standard onwards. The Candidate should have secured at least 45% marks at the previous annual Examination

(b) Music Course:- A Differently Abled Person Should be undertaking a Vocational training course in any vocational training centre/ workshop / ITI or any other centre run by the Central /State Government/ Local budy or any Voluntary organization or institution recognized by Central/ State Government

iv) iv) Income: No Scholarship will be admissible if the combined income of the parents/ guardian of the candidate is more than Rs.1,20,000/-

Professional Courses Rs.900 p.m. 

Procedure to avail benefits: Application should be submitted to the Directorate of Social Welfare through Head of the Institution in the prescribed format along with necessary documents 

Chek-list of Documents required:
1) Disability Certificate issued by Medical Board

2) Income Certificate should not exceed Rs.1,20,000/- P.A.

3) Identity Card Issued by DSW

4) Statement of Marks obtained during the previous annual examination duly attested by Gazetted Officer

5) Recommendation by the Head of the Institution in which the candidate is Studying.

6) Resident Certificate.

7) Adhaar Card 

Objectives of scheme: To provide Social Security and support for healthy living to the persons engaged in occupations/businesses who earn their livelihood and continue to do so even today through traditional occupations/ businesses including Motor Cycle Pilots. under the scheme an amount of Rs.1000/- Per month shall be provided to the eligible persons and only for Motorcycle Pilots & Auto Rickshaw Driver assistance of Rs.2000/- is provided

Eligibility Criteria:
i) The applicant shall be of Goan Origin.

ii) The family income of the applicant from all sources shall not exceed Rs.1.50 Lakh (Rupees One Lakh Fifty Thousand only) p.a.

iii) The applicant shall not be less than 50years of age.

iv) The applicant having valid registration certificates Issued by the competent authorities of the traditional business activities being carried by him/her may apply under the scheme. In case the applicant is unable to submit documentary evidence from the concerned authorities, regarding his/her traditional business activity, then he/she may submit a affidavit sworn before Executive Magistrate or Notary Public stating his/her nature of traditional activities being carried and since when, etc.

pilots & Auto Rickshaw Driver

Procedure to avail benefits: To be filled from BDO of Talukas

Chek-list of Documents required:
1.15 years Residence Certificate issued by the Mamlatdar of concerned Taluka.

2.Income Certificate issued by the competent authority

3.Attested copy of Birth certificate/proof.

4.Attested copy of the Aadhar Card

5.Documents such as registration of the business from concerned authorities showing the nature of traditional activities carried out by the applicant in case of Traditional Occupations such as:

a)Motorcycle Pilots

b) Fogeri

c) Toddy Tappers

d) Chanekar

e) Khajekar

6. Affidavit Sworn before executive Magistrate or Notary Public in case of Traditional occupation schedule ‘A” in the scheme.

7. Attested copies of Ownership documents of the Vehicle such as Registration Certificate, Insurance, fitness certificates of the vehicle. (for Motor Cycle Pilots)

8. Attested copy of Driving License, Badge and valid Permit to carry out the activities; issued by competent Authorities.

9. Attested copy of Bank Pass Book .

10.Adhaar Card 

Objectives of scheme: To provide Financial Assistance to the needy Senior Citizen, Single Women and Disabled Persons. Mental illness Immune Deficiency Persons

Eligibility Criteria:
A) Senior Citizens/disabled persons/single women who are unmarried and above the age of 50 years: Provided that Senior Citizen: Applied 60 years of age at the time of applicable Single Women: Woman who is above the age of 18 years and includes those whose husband has expired, divorcees, deserted or judicially separated women and unmarried women above the age of 50.

Person with Disability:
(a) Blindness (b) Hearing/ Speech Impairment.

(c) Loco motor disability.

(d) Mental Retardation.

(e) Mental Illness

(i) They register themselves on payment of Rs. 100/- as registration fees.

(ii) The applicant must be a bonafide resident of the state of Goa by birth or by domicile of 15 years

(iii) The applicant should not be in receipt of financial assistance from any other source except those schemes of State Government which are amalgamated with this scheme such as Dayanand Niradhar Madat Yojana, the Scheme of Financial assistance to Young widows and the Scheme of Grant of Family Pension to the Old, Destitute and the Handicapped.

Pattern of Assistance: State Sector Scheme

Assistance Available under the scheme:
Rs.2,000/- p. m. for Senior Citizens , Widow and Adult Disabled Person etc.,

Rs.2500/- p.m. for Disabled Children &

Rs. 3500/- p.m. whose disability is 90% to 100 %. Financial assistance of Rs.1,00,000/- is provided to DSSS Beneficiaries belonging to persons with Disabilities category for purchase of aids & appliances

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format alongwith necessary documents

Objectives of scheme: To assist the disabled to use the vehicle to the place of work and back.

Eligibility Criteria:
The physically Handicapped persons having an income upto Rs2500/-(rupees Two thousand and five hundred per month) from all sources would only be eligible for the grant of subsidy on purchase of petrol/diesel.In support it ‘every year’ he has to furnish an income certificate from a Revenue officer not below the rank of Naib Tahasildar, or any other officer of the equivalent status or an affidavit attested by First Class Magistrate or certificate from a Gazetted Officer of the Central Government or state Government or a member of a Parliament or State Legislature or from the Employer indicating clearly the exact monthly income from all sources (in case of Government servant, the certificate must be furnished from his employers). The details of the basic, pay and all other allowances being received by the physically handicapped persons are to be indicated in the required certificate.

Assistance Available under the scheme:
50% subsidy on 15 ltrs. of petrol/diesel per month for vehicle upto 2 H.P. and 25 ltrs. petrol/diesel per month for vehicle above 2 H.P.

Objectives of scheme: To minimize the difficulties of disabled on availing the benefits admissible to them on production of such card

Objectives of scheme: To encourage a normal person to accept the disabled as a life partner

Eligibility Criteria:
i) The applicant should be a bonafide resident of the state of Goa for the last 15 years and will be eligible for award only if he/she applies within three years from the date of their marriage. ii) At least one of the parties to the marriage should be a handicapped person The total family income should not exceed Rs. 1,20,000/- per annum

Assistance Available under the scheme: Rs.50,000/- 

Procedure to avail benefits: Application should be submitted to the Directorate of Social Welfare through BDO in the prescribed format along with necessary documents

Objectives of scheme: To provide the disabled quality type durable sophisticated and scientifically manufactured modern standard aids/appliances.

Eligibility Criteria: A person with Disabilities fulfilling following conditions would be eligible for assistance under ADIP Scheme through authorizes agencies i) He/She should be a resident of Goa. ii) Should be certified by a Medical Board that he/she is disabled and fit to use prescribed aid/appliance. iii) Person who is employed/self employed or getting pension and whose annual income from all sources does not exceed Rs. 1,50,000/- per annum. iv) In case of dependents, the income of parents/guardians should not exceed Rs. 1,50,000/- per annum. v) Persons who have not received assistance from the Government, local bodies and Non-Official Organizations during the last 3years for the same purpose. However, for children below 12 years of age limit would be 1 year.

Assistance Available under the scheme: Aids/appliances as per need. 

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents 

Check-list of Documents required: 1) Disability Certificate. 2) Medical Certificate specifying aids/appliances. 3) Identity Card Issued by DSW 4)Adhaar Card 

Objectives of scheme: To promote economic self reliance among the persons with severe disabilities by granting suitable financial assistance to them.

Eligibility Criteria:
1) The applicant should be a bonafide resident of the State of Goa by birth or by marriage or by continuous domicile of at least 15 years.

2) He should be suffering from any of the severe disabilities as defined in rule 3 above.

3) He should have completed 10 years of age.

4) The total family income of the applicant from all sources should not exceed Rs. 1,20,000/- p.a. 

Pattern of Assistance: State Sector Scheme 

Assistance Available under the scheme: Quarterly interest on the fixed deposits of Rs.20,000/- for a term of 10 years and thereafter Rs.20,000/- are transferred to beneficiary.

Objectives of scheme: To encourage and promote services including early detection, intervention and prevention of disabilities and rehabilitation of person with disability

Eligibility Criteria: 1. Any institution in Government or private sector in Goa is eligible to apply for assistance for a suitable project. 2. The project could be concerning with any one or more than one aspect of disability. 3. Projects concerning with early detection, intervention and prevention of disabilities can include the aspect of giving publicity in order to achieve the desired goal. However project dealing exclusively with publicity shall not be considered for sanction. 

Pattern of Assistance: State Sector Scheme 

Assistance Available under the scheme: Rs.20,000/- upto Rs. 2,00,000/- be sanctioned. 

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents.

Check-list of Documents required: Registration Certificate from the competant authorities. Detailed Project report along with relevant supportive documents. 

Objectives of scheme: Provide equal opportunities to disabled persons and to encourage and self relevant life.

Eligibility Criteria: Best Employer: An employer who has (a) Sympathy towards employees/disabled employees (b) Deploys at least 35 disabled persons in his organization. (c) Provide Barrier Free Access. (d) Provide Equal Service conditions than other normal employees. (e) Provide additional facilities of transport/housing 2) Best Non Government Organisation (a) Length of Service of the N.G.O for the Welfare of Persons with Disabilities. (b) A N.G.O who has started new practices achievements in the field of training/education/rehabilitation to assist Government Department, in motivating General Public, rehabilitation of Disabled Persons specially from rural areas, provision of Aids, Application to the Persons with disabilities. 3) Best Block (a) Implementation of Persons with disabilities (Equal Opportunities, Protection of Rights and Full participation) act, 1995 inter District. 4) Best Disabled Employees (a) The Government employees who is disabled person, as per Persons with disabilities Act, 1995 shall apply for the award in the prescribed format as given at AnnexureD

Disability Certificate of employee Format B) 1) Registration Certificate formats issued by Directorate of Social Welfare under sect. 52 of PWD Act 1995 2) Detailed Activity report with relevant documents Format C) Detailed Activity report with relevant documents Format D) Application should be supported by Disability Certificate and all the documents attached must be attested by Gazetted Officer. 

Objectives of scheme: To provide financial assistance for construction & Monitoring residential school to the Mentally Retarded Children.

Eligibility Criteria: All the children whose I.Q is less than 70% as certified by the Medical authority are eligible. 

Pattern of Assistance: State Sector Scheme 

Assistance Available under the scheme: Upto Rs.50 lakhs

Objectives of scheme: To provide financial assistance to the children who do not have both the Parents and Guardian and do not have any financial support for the livelihood/Education

Eligibility Criteria: All the children below the age of 18 years staying in the State of Goa & does not have both parents and does not have any financial support for livelihood.

Pattern of Assistance: State Sector Scheme  

Assistance Available under the scheme:Rs.2000/-p.m. ( Rs.750/- p.m. in Recurring deposit and Rs.1250/- in saving Bank account) and Rs.2000/-For Note /Books/Test Books/School Bag/Rain Coat and Uniform 

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents 

Check-list of Documents required: Application in prescribed form 1) Birth Certificte 2) Income Affidavit as per Prescribed Format 3) Residence Certificate per Prescribed Format 4) Ration Card Copy 5) Death Certificate of Father and Mother 6) Extract of School Record 7) Copy of bank Passbook 8) Identification certificate certifying genuineness of the Local guardian issued by officer incharge of local police station/ MLA/MP/ Gazetted Officer 9) In case of Child staying in shelter and his patents where about is not known a certificate from N.G.O. in which he/she is staying with Xerox of read to prove his attendance with N.G.O 

Objectives of scheme: To provide financial Assistance to NGO’s working for the rehabilitation of persons with disabilities to set up Braille Library for Visually Disabled Persons

Eligibility Criteria: 1. NGO’s registered under Society’s Registration Act, 1860, Public Trust Companies Act, 1950 2. NGO’s should function for a period for 5 year and working of the Rehabilities of PWD 3. The NGO’s should be registered under section 52 of the “Persons with Disabilities Act, 1995”. 4. The building required for setting up of Braille Library shall be owned/rented by the Organization having at least 50 sq.mts (plinth area) 5. The building/Premises should be provided with barrier free access with signage’s as per the requirements of visual disabilities. 

Pattern of Assistance: State Sector Scheme 

Assistance Available under the scheme: The financial assistance upto Rs. 15 lakhs one time grants besides: a) Rs.50000/- sanctioned for Purchased for cupboards, tables, chairs. b) Rs.10000/-p.m. to Honrarium for Asstt. Librarian c)Rs.5000/-p.m. To Honrarium to Attendant cum sweeper d)Rs.10000/-p.m. rent for urban & Rs.8000/-p.m. for rural e)20% of rent shall be granted as maintenance charges (Telephone, Electricity bills) 

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents 

Check-list of Documents required: Application in prescribed form 1.A copy of Registration Certificate issued by Competent Authority along with copy of the Memorandum of Association and details of aims and objectives of the Organization. 2.A copy of Certificate of Registration issued by the Director of Social Welfare under the Persons with Disabilities Act. 1995. 3. Quotations from the recognized dealer for purchase of equipment's/appliance/ books 4. A copy of the resolution passed by the Managing Committee of the Organization. 5. Audited Statement of Accounts for the last two years. 6. Detail report of the activities undertaken by the Organization. 7.An Affidavit/sworn before the Executive Magistrate/Notary Public Stating that financial assistance is not be availed/Will not be availed from any other Government department/source for the similar Project. 8.A copy of Rent Certificate issued by Public Works department, Government of Goa; along with a copy of Rent agreement of the building utilized for the project. The building to be used for running Braille Library should be available for a period of at least 10 years from the date of application.(Not required of the building is owned by the NGO) 9.Copies of all Permissions/NOC’s Licenses/Certificate etc. required for setting up of Braille Library; as per the rules of the Government in force 

Objectives of scheme: To provide financial support to NGO’s to run day care centre for Person with physical and Mental Disabilities

Eligibility Criteria: a) Any registered Voluntary organization (VO)/Nonorganizational (NGO) registered under Societies Registration Act, 1860 or under Public Trust Act or Registered under any law for the time being in force for at least three years prior to date of making an application under the scheme. b) Institutions or organizations set up by Government as autonomous bodies either under a statue or as society registered under the societies Registration Act, 1860, Shall also be eligible under the Scheme 

Pattern of Assistance: State Sector Scheme 

Assistance Available under the scheme: Rs. 3.00 lakhs are provided to NGO’s for the first year. Installation grants Rs.50000/- Besides Honorarium to Superintendent/Manager Rs.60000/- p.a. Care taker/Ayya Rs.36000/-p.a. Helper/Sweeper Rs.24000/-p.a. Rent Rs.60000/-p.a. Recreation (Books, Games) Rs.10000/- p.a. Miscellaneous (electricity & water charges) Rs.24000/-p.a. Tea snacks Rs.36000/-p.a.

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents 

Check-list of Documents required: Application in prescribed form 1.The expertise/experience of the organization in related Programmes/services. 2. The constitution of the Organization/Institution/establishment, its Memorandum of Association and details of aims and objective. 3. Constitution of the Board Governing body/Controlling Authority of Management, present membership, date of constitution of present Board of Management/Governing Body 4.Annual Report of last three year 5.Information relating to the grants received or likely to be received from other Department Central/State/Others. 6.A statement containing Balance Sheet, Audited Statement accounts and full receipts and payments of the organization. 7. Detail Report of the activities under taken by the NGO’s for last three years. 8.Copy of the Registration Certificate1 issued by the Competent Authority. 9.List of Beneficiaries in Annexure-II 10. A copy of Rent Certificate issued by the P.W.D. along with copy of Rent agreement of the building. 11. Copies of all Permissions/NOC’s/Licenses/Certificates etc. required for running Day care Centre for Disabled persons. 12. Details of Care Takes/Staff employed in Annexure-III 

Objectives of scheme: To facilitate the Non-Government Organization/Special Schools for the Persons with Disabilities by providing one time grants for setting up of Physiotherapy centre.

Eligibility Criteria: 1. The NGO (applicant) should be registered with Directorate of Social Welfare under “The Persons with Disabilities Act, 1995” at the time of making application. 2. The Special School (applicant) should be recognized by the Directorate of Education. 3. The building required for setting up of Physiotherapy Centre shall be owned by the N.G.O/Special School. 4. The building/Premises should be clean, spacious, well lighted and ventilated to facilitate comfortable learning by the trainers. 5. The building Premises should be provided with barrier free access with signages as per the requirements of locomotor disabilities, visual disabilities And speech/Hearing.

Pattern of Assistance: State Sector Scheme  

Assistance Available under the scheme: Rs. 5.00 lakhs are provided under the scheme besides Rs. 10,000/- p.m to Physio Therapists/Occupational Therapists and Yoga Instructor Rs. 3000/- p.m. to Sweeper/Aya 

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents 

Check-list of Documents required: 1.The NGO (applicant) should be registered with Directorate of Social welfare under Persons with Disabilities Act, 1995. 2.The Special School shall be recognized by the Directorate of Education. 3.Detail report giving justification regarding the requirement of the Physiotherapy Centre 4.Quotation from the recognized dealer for purchase of equipment's/ appliances 5.A copy of resoulitation passed by the Managing Committee of the Organization. 6.Audit statements for last Two Years. 7.Datail report of the activities undertaken by the NGO/ Special School. 8.An Affidavit/ Sworn before the Executive Magistrate /Notary Public by the Chairman of the Organization stating that Financial Assistance is not be availed/ will not availed from any other Government Department/ Source for the Similar Project 

Central Schemes 

Objectives of scheme: To render selective recurring & non-recurring support to organization for developing infra-structural facilities, training, etc.

Eligibility Criteria: The Following organizations/Instituion shall be eligible for assistance under this scheme: 1. Organizations registered under the Societies Registration Act, 1860 (Xxi of 1860) or any relevant Act of the State/ Union Territory; or, 2. A Public trust registered under the law for the time being in force; or 3. A Charitable company licensed under section 25 of the Companies Act, 1958, Note: The Registration should have been in force for at least 2 years at the time of applying for grant under this scheme 

Pattern of Assistance: Centre Sector Scheme 

Assistance Available under the scheme: 100% of the approved cost on recurring and non-recurring expenditure of the organization 

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents. 

Check-list of Documents required: Registration Certificate from the competent authorities. Detailed Project report along with relevant supportive documents 

Objectives of scheme: To cater the special problems of the disabled

Eligibility Criteria: The Following organizations /Instituion shall be eligible for assistance under this scheme: 1. Organizations registered under the Socities Registration Act, 1860 (Xxi of 1860) or any relevant Act of the State/ Union Territory; or, 2. A Public trust registered under the law for the time being in force; or 3. A Charitable company licensed under section 25 of the Companies Act, 1958

Pattern of Assistance: Central Sector Scheme 

Assistance Available under the scheme: 1) 90% of the approved cost on recurring expenditure. 2) Upto Rs.10 lakhs for construction of building

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents.

Check-list of Documents required: Registration Certificate from the competant authorities. Detailed Project report along with relevant supportive documents.  

Objectives of scheme: To cater the special problems of the disabled.

Eligibility Criteria: The Following organizations /Instituion shall be eligible for assistance under this scheme: 1. Organizations registered under the Societies Registration Act, 1860 (Xxi of 1860) or any relevant Act of the State/ Union Territory; or, 2. A Public trust registered under the law for the time being in force; or 3. Pattern of Assistance: Central Sector Scheme 

Assistance Available under the scheme: 1) 90% of the approved cost on recurring expenditure. 2) Upto Rs.10 lakhs for construction of building.

Procedure to avail benefits: Application to be submitted to the Directorate of Social Welfare in the prescribed format along with necessary documents. 

Check-list of Documents required: Registration Certificate from the competant authorities. Detailed Project report along with relevant supportive documents.
